If in a tournament a measure is done and agreed by both teams which boule holds, and both teams resume play. At the completion of the end nothing has changed or been moved. Can the opposition now call for an umpire to re measure the two boules in question?

Yes
The umpire will measure the boules as they lie and declare the point from the measure.
If nothing has changed (the two boules in question) the issue of boules possibly being played out of turn should not arise.
