IHMO, this is an issue of how seriously you take petanque. Do you play "just for fun" or as a serious game?

If you play, "just for fun", don't worry about how or where you throw the boule, leave as many divots as you like, complain about a "bad bounce" when you hit them.

If you play seriously, when pointing you should check the terrain and decide where you want to land your boule, trying to pick a flat spot free of stones and then having the skill and accuracy to land your boule on the chosen spot. Normally, you would fill in any holes made by the last boule, such as to maintain the integrity of the terrain and not allow a terrain full of divots and random bounces to develop.

The choice is up to players. If they wish to rake the terrain before and after ever game, it's their choice - "it's petanque, but not as we know it"!
