To all those interested in establishing a youth program:
FPUSA already encourages youths to participate in their clubs and to participate in competitions. FPUSA already promotes the sending of a team to the Junior World Championships (that may not be the exact name) every two years, and would be happy to do what it could to facilitate a national youth program.
An eleven year old girl and her fourteen year old brother play with our local group weekly.
As far as setting up a national program goes, Tom Bricca's radio talk show host Hans Kurz has previously offered to develop such a youth petanque program. This was done through private emails between us. I have received no proposals from Mr. Kurz, but hope that he will eventually produce a solid proposal.
As previously noted, FPUSA is not in a position to spearhead this task at this time due to its staff and funding limitations, which Mr. Bricca knows are quite real. He could easily talk to his radio partner and provide positive assistance instead of misleading information on this forum.
While FPUSA and all clubs would like to see such a program in place, there is no reason that FPUSA has to or even should operate it any more than MLB has to run Little League, the NFL has to operate Pop Warner football, or the NBA operate the NCAA and all other school basketball programs.
Youth sports exist in in all sports in local leagues, in schools, in churches, and in other organizations such as Little League Baseball. Some of the organizations are formal, others completely informal.
Mr. Bricca desires a formal national program, which under the right circumstances could be a very good thing. But we're al long way from that right now.
A national youth program needs to start with successful local youth programs and grow in an organized way from there with consistent staffing and funding for a permanent program. Hans and Tom might want to design a model for their program through which local programs and a national program can be developed with consistency and uniformity from the near term on out into the long term, with the understanding that all things are subject to change.
Now that Mr. Kurz has agreed to start to work on putting a national youth program together, there is no reason for Mr. Bricca to try to push it back on FPUSA where he knows there are no current resources to do what this project needs. What Mr. Kurz and Mr. Bricca need is a large group of dedicated volunteers to help them on their youth program project.
Thus this open invitation---
Anyone interested in proposing, coordinating and developing such a program should contact Mr. Kurz and Mr. Bricca and let them know you wan to help. At such time as a program is fleshed out, including staffing and funding estimates and sources proposed, FPUSA will work with the orgainzers of the effort to provide whatever assistance we can do within organization's scope and ability. Mr. Kurz's organizational group may determine that the administration of a youth program is best done locally with coordination at a national level for certain purposes, similar to the relation ship between FPUSA and its locally administered clubs. To this point we have not seen any plans presented.
As I recall, Mr. Bricca may have stated in a previous posting that he doesn't even belong to FPUSA. If he sincerely wants to help, perhaps he might join first, then roll up his sleeves and put together a working group of energetic volunteers with his radio partner Hans Kurz with who I have exchanged positive and supportive emails on this subject.
We wish them the best of luck and eagerly look forward to receiving their well thought out plans in the near future so that we can see how best FPUSA may serve and support the goals of a solid national youth program.
