Your question asked for information of a historical nature as to why there were differences between rules of different national organizations, not whether I knew what FIPJP was. My answer pointed to the fact that there are likely to be many differences between the constitution, bulaws and other rules and regulations between the federations of France, America, Australia, and other places. Are you suggesting that all countries must use the same constitution, bylaws, and other regulations? Hs this ever been the case?
The constitutions, bylaws and other rules of each country's federation were put into place by both organizations long before I started playing petanque. If you want to know why there are differences, there are people who have been around for years that could better answer your question.
If you don't want to contact John Rolland, try Frank Pipal, the FPUSA secretary; or ask any number of others who have been playing the game for many years. This, of course, assumes that you really seek an answer to your question....
The issue you pointed out may be subject to change in the course of normal business in the future in any case, in the same manner as all documents are periodically updated.
You asked a question without stating any particular concerns or preferences you might have. What are your thoughts on this particular matter?
FPUSA is interested in what its members want. But I am not an official spokesperson for the board. I encourage you to make your feelings known in a positive way to your club presidents, your regiional counsellors and to FPUSA through its own Web site.
