Counselor Butler, you are wrong. My question is of administrative and procedural in nature, and when you understand what the FIPJP is you may retreat to your administration and seek the answer, while correcting your bylaws to conform as they should be by charter.

Counselor, with these facts clearly public, we establish you do represent the Board of Directors and the FPUSA, just as your public writings do.
I do not understand why the FPUSA has maintained a “Youth Committee”, which selects who represents the U.S., yet has no policy for this selection. How is this done?
How can you assign Hans and Tom to create a “youth Program”? With what authority do you act? Did the President authorize you to this authority? It is clear they did not volunteer for this, you just assigned it to them in a public forum.
By the way, the FPUSA has not provided a public forum, or for that matter even a “members forum”, for players to chat freely on Petanque issues. Stig has gallantly provided this for us, and even created a section to compensate for those who need to air about the “secret society” know as the FPUSA.
Counselor did you vote for the 2006 modifications to the Umpire Policy?
Do you believe it is wise to let a person who failed their test to have “As with all umpires, the ruling of an Umpire in Training is final.”, this authority?
I, for one, do not think it is wise for “Counselors” or anyone on the Board of Directors who does not know what the FIPJP is to be voting on anything Petanque related.
Counselor, do you see how it would be wise to have a test for anyone who wishes to “run” for a position of National leadership to pass a test and demonstrate their capacity for the position, the same as required for the position of Umpire? Would this be a way of putting competent people in the right positions for the betterment of the sport?
I do congratulate you for your bravado in speaking in a public forum and I do reflect on the fact that it seems no other FPUSA representative will come forward. Do you not wonder why the FPUSA appears to keep everything in a “private closet”? Do you believe this is the best way to promote a sport? Why doesn’t the FPUSA put a “members forum” up at its own website? Would this not be a great way to understand the pulse of the membership? You could also have a “public forum” to help those who have not joined yet and are considering membership, or starting a new club, or looking for other players, or…
I have been reading this forum here for a little over two years now, with this I have also followed the “Umpire” controversy.
For some time my friends and I have debated forming a club and joining the FPUSA. Recently, we have many laughs over what is published about the administration of your group, and how you proceed… backwards!
While we were sincerely considering signing on, to be more involved with more activities and events, we are further from it now than we were two years ago. We do have some very good friends that are honest, good people that are members. They have given their advice with the honest pros and cons, and they do hope we will start another club. But it just appears that the FPUSA is an oligarchy, obsessed with its forever revolving rules, which it appears not to follow, or change for convenience.
It appears the FPUSA should spend more time promoting the game, and less time changing the same old rules.
Petanque is a simple game, if there are problems, these problems are a reflection of the administration and the personalities in the leadership rolls. This is a simple business deduction. If an administration spends its time rewriting its own book, 1) the book was bad to begin with and the same old talent will not fix it, or 2) the book was good enough, but the talent does not know what else to do. Either way, it seems the “Peter Principle” is abounding in the FPUSA and in an oligarchy it will not change.
One possible resolve would be the U.S.P.A.; this could be an answer to the strife of Petanque in the U.S. Competition does have its “weeding” affect and a great deal of the time; the dedicated will rise to the top. Perhaps it is time for the U.S. to have an organization that truly represents the U.S. and not a bunch of ex-patriots that are double dipping.
Don’t you think this would be the best for the U.S., Counselor? Would it not be best for the natives to have the reins, National pride and all that?
Well Counselor Butler, there’s twenty questions for you try to find honest answers to.
