I would suggest that if petanque is going to grow at all it has to be promoted in some form.
Without promotion the chances of replacing the people who drop out from natural attrition (eg death) is small.
The details of the promotion are less important than the promotional effort.
Logically once you find a target audience that seems keen to be involved and can be converted easily you should pursue this audience vigorously.
However it is also appropriate to constantly look for new markets.
In the English speaking world petanque generally is a new “product” so high growth rates should be easy to achieve.
