For each post, we must precise if the post is for
petanque or petanque-sport.
A beginner do not know that there is two main petanques (the game and the sport).
In this fantastic forum of petanque.org, when we discuss about the game’s rules, we should precise that there are two rules:
First-The rules of Petanque (the leisure game), as well explain as in petanque.com.
Second -The International Rules of Petanque. Those
rules ARE COMPULSORY ONLY FOR THE COMPETITIONS STATED IN THE CALENDAR OF THE INTERNATIONAL PETANQUE FEDERATION (fipjp).
Any player should know that any competitions which are not on the calendars of the International Petanque Federation (fipjp) ARE NOT BINDING and that a more relaxed rule of the game must be followed (for the good of petanque).
Who/whom could (legally) change the rules?
THE CLUBS for all competitions held at that club.
THE LEAGUES, for all the competitions organised by the leagues (yes, the leagues too do not need to follow the rules (again, for the good of petanque).
YOUR NATIONAL FEDERATION for all the competitions it organise and which will not be in the International’s calendar(the ifpjp do not intervene with your Federation's decision).
YOUR SPONSOR which could decide by example that every player without a smile on his/her face will give one point to the opponent for duress.
Seems silly to have rules but not be oblige to follow them every time?
NOT AT ALL, IT IS VERY VERY CLEAVER.
Can some of you from the UK, USA, Australia and NZ explain why?
By not following the rules evry time we will develop petanque, increase our membership and by enforcing the rules every time (as well at the club, leagues and National Federation) we will strangle petanque (with a reduced membership).
Think about the Marseillaise with 11,500 players which are not playing under the stringent full rules of the fipjp. A very good example because
La Marseillaise (arguably the unofficial Open world Championship), could not have existed under the rules of the fipjp.
Ask your Federation for the answer, how to develop petanque.
Plenty time (unless you have petanque passion in your veins like me).
You see petanque is different
We must keep it that way.
