Hi Gary,
The second meaning is the good one: at least one lane.
The French text also is rather confusing (the same two interpretations), that's why I asked in Grenoble your international umpire Mike Pegg what should be meant. He answered me: 'the second one', so the space occupied by at least one of the lanes. He also told me that in the English translation there wouldn't be a single possibility of a double interpretation! So, also in the English translation there still are two interpretations possible now... Strange!
