My thoughts are that while petanque can be played on any surface.
Beginners tend to prefer a smooth predictable surface.
As a new project I would imagine that you are hoping to attract new players.
Most people prefer a terrain made from material that doesn’t breakdown and form fine dust that makes them dirty. This I would imagine is more of an issue in dry areas.
Strings can be a trip hazard and should be kept to a minimum.
Also some shelter (depending on the climate) and seating near the terrain is good.
