We have to decide whether to play petanque as a sport that can be accepted by all sports body or as a recreational game that only can be accepted by a group of people who wants to play petanque as a leasure or as played traditionally.
I raise this topic because in most tournement the player, the couch, the spectators seem to ignore the rules that were set. Even in some cases where the arbitre take action to wrong doing by the players, were considerd not considerate. They want the arbitre atmost give the warning orally but no punishment should be taken.
I belived if petanque is to be played in Olympics or other world games, we have to be strict in applying the rule, even though for certain rule the arbitre can relex a bit such as leaving the circle before the boule drops if the action in the arbitre view did not gave advantage to the player.
I also look petanque as a game of strategies and has to be played within certain limitation. A player/team has to plan, chose, making decision and excute wihtin the time frame given and the restriction of movement. They too should be able to play even though there are disturbence or attraction by people that are not their opponent, spectators or suporters around their terrain.
A champion or good petanque player is the one who played in accordence to rule. One cannot be considered 'champion' or 'good' if the perfect shot or point made after taking extra times or taking more space to stand, or asking player from other terrain to stop playing just to allowed him/her to play his/her boule.
