I would also think that to get talented people playing you need a reasonably large pool of people playing.
In Australia for instance there are about 1200 licensed players.
To get a team of Olympic standard from a base of 1200 players would be challenging.
I would think that until there are a large number of countries playing petanque in their own right.
Presently in Australia there are a disproportionate number of French people playing petanque and while I have no problem with this I would imagine that at least some of these expatriate French people would not pass citizenship tests to represent Australia on an Olympic team.
I will also suggest that many of the social payers make a contribution to the clubs and without this contribution many clubs would struggle.
