I fully agree with you. I think you will agree that we still have to play seriously when it comes to higher level tournament such as, national, international, world or even in local circuit. It's sad if rules are allowed to be broken and the arbitre is not allowed to take action during such tournament.
I also agree with you that we should also have games that is more for leisure and towards the end we will be able to have more people play petanque. But at the same time they should be aware of the actual rule so that if they are going to take part in the proper tournement they will be ready.
