Substituting players

Hello, we play in a small league in Tokyo and some controversy has arisen over sustituting players mid game.

According to the official rules posted on this site, it is not permitted, but one of the experienced players on another team says it is now allowed in high-end competitions.

We feel it's against the spirit of the game and unfair as if you're having a bad day you can simly substitute yourself out of the game and bring on someone who is more suited to the piste or opposition.

Can someone please clarify?

Thanks

From BPA

Article 33 – Replacement of a player

The replacement of a player in Doubles, or of one or two players in Triples, is permitted only up to the official announcement of the commencement of the competition (gun, whistle, announcement, etc.), on condition that the replacement/s was/were not previously registered in the competition as belonging to another team.

Note: The present Rules have been approved by the International Congress of the FIPJP on 21st September 2006 at GRENOBLE (France)

Note: The above article is article 34 in the FIPJP rule.
