Article 6 states that both feet must be entirely on the inside of the circle without touching it.
Does this mean the whole foot has to be inside of this circle or where the foot touches the ground has to be inside the circle? Let me clarify, sometimes I have seen people, whether positioning for a better line while pointing or setting up to shoot, squatting or standing on the ball of their foot which is on the ground inside of and not touching the circle; at the same time their heel is lifted off of the ground and extends over the edge of the circle.
Is this legal?

I'd like to ask a follow-up question to this. It's related to my Cultural Differences question earlier.
If this happened during a game, what would you actually do? Would you say, "it's against the rules and I will object" or "it actually makes no difference to the game so I will ignore it"?

Most people I play with/against (recreational or social) have one foot over the line! Nobody, including myself, complains.

I am also the same on this topic. i feel during an important competition that players should abide by the rules. but during social game then i couldn't care less if the feet a little bit out of the circle.
